PHE has completed Preliminary Assessments (PA) and Site Investigations in accordance with the New Jersey Department of Environmental Protection’s (NJDEP) Technical Requirements for Site Remediation, of a 26 acre section of Harrison slated for redevelopment under the State of New Jersey’s Brownfields Development Area Initiative.

The Preliminary Assessment phase evaluated historic and present uses of the area; identified potential environmental trouble spots such as leaking USTs/ASTs, spills and discharges, and generators of hazardous materials; and evaluated previously conducted or on-going remedial investigations. This information, gleaned through records search, computer inventory of local, State and Federal databases, interviews, historic map and aerial photo interpretation, and site reconnaissance, was used to determine the potential for site contamination and identify potential areas of concern (AOCs) where additional study was warranted.

Based upon the results of the PA phase, PHEnv performed a Site Investigation (SI) of several of the properties in accordance with the NJDEP Technical Requirements for Site Remediation. The investigations consisted of asbestos sampling and analyses, ground penetrating radar surveys, UST integrity testing, conduct of soil borings with soil and groundwater analyses, and the installation and sampling of groundwater monitoring wells.

Information and data obtained from the conduct of the PA and SI phases were used to establish remediation cost estimates for use in property acquisition.
