PHEnv completed a Preliminary Assessment (PA), conducted in accordance with the NJDEP Technical Requirements for Site Remediation, of the approximate 20 acre former Upsala College West Campus in Orange, New Jersey. The former Upsala College West Campus buildings are slated for demolition to make way for new residential structures.

As the first step in the redevelopment process, a Preliminary Assessment Report (PAR) was prepared which evaluated historic and present uses of the area; identified potential environmental areas of concern (AOCs) such as leaking underground/aboveground storage tanks (USTs/ASTs), spills and discharges, and generators of hazardous materials; and evaluated previously conducted or on-going remedial investigations. This information, obtained through records search, computer inventory of local, State and Federal databases, interviews, historic map and aerial photo interpretation, and site reconnaissance, was used to determine the potential for site contamination and identify potential AOCs where additional study may be warranted.

Based on the PAR, several AOCs were identified, including the presence of hazardous materials, underground/aboveground storage tanks (UST/AST), and potential asbestos containing materials (ACMs). As a result, PHE conducted several Phase II investigations.

A ground penetrating radar (GPR) survey was conducted in order to identify the location of potential and existing USTs. An exploratory test pit program was also conducted in order to locate USTs and determine the potential for soil contamination to exist in the vicinity of the USTs. All USTs were subsequently registered and removed in accordance with NJDEP regulations. Post-excavation soil sampling and groundwater sampling was conducted as part of a Site Investigation program to address potential contamination from the USTs. Contaminated soil was excavated and disposed at an approved facility. A Remedial Action Report was prepared for submission to NJDEP in order to close the USTs.

A building survey and asbestos sampling program was also conducted to identify ACMs and universal wastes destined for abatement in the buildings that are slated for demolition. Since the buildings are all slated for demolition for redevelopment purposes, the National Emissions Standards For Hazardous Air Pollutants (NESHAP) regulates the fate of ACMs located within these structures. Based on the sampling program, a report was prepared which provided the basis for abatement of asbestos containing materials within the buildings.
